Rubber caps are the most popular option for toilet flappers. Unlike their name implies, rubber caps are often made of plastic, with a rubber ring around the edge. With time, however, that ring can wear thin, creating a space for water to leak through.

For instance, if the water level inside your tank is too high, it can cause the flapper to rise off of the overflow pipe and water to flow into the bowl.
